Next Phase of I-5 Improvements in the Rose Quarter Moves Forward

The Oregon Transportation Commission voted unanimously to approve a second phase of construction to improve interstate safety and mobility as part of the I-5 Rose Quarter Improvement Project. Work would begin in 2027.

As the project advances, the Oregon Department of Transportation (ODOT) will work collaboratively with local and regional partners to analyze the proposed construction scope and develop a feasible plan that includes both I-5 upgrades and local street and infrastructure improvements while upholding the stateโ€™s contracting timelines and commitments to support a reconnected, safe, and inclusive Albina district.

ODOT is currently under construction on Phase 1A of the project which, when complete by early 2027, will result in:

  • Repaved and stronger road deck near the Oregon Convention Center.
  • Added seismic resiliency to I-5 bridge structures.
  • More merging distance onto I-5 southbound between the I-5 onramp near Moda Center to I-84 eastbound and Morrison Bridge/OMSI exit, improving safety and reducing congestion for travelers.
  • New electronic safety signage for I-5 near the I-84 ramps.
  • Improved stormwater treatment.

This first phase of construction is occurring near the Greeley Avenue exit and I-405 ramps in north Portland and on an elevated structure of I-5 near the Oregon Convention Center and I-84 ramps.

About the I-5 Project:

The 1.8-mile project area is the only two-lane section of I-5 in a major urban area between Canada and Mexico. It has the highest crash rate on any urban interstate in Oregon and is the state’s top traffic bottleneck with 12 hours of congestion each weekday.

The purpose of the I-5 Rose Quarter Improvement Project is to improve safety and congestion where I-5, I-84 and I-405 converge and to reconnect the Albina neighborhood through the construction of a highway cover over a portion of I-5. Project benefits include improving safety and mobility on local streets, creating new space for community development, and creating jobs that result in a diverse and skilled workforce.
