Oregon Plan Calls For I-5 Tolls, Gas Tax Increases

Oregon lawmakers are proposing new tolls on Interstate 5 in the Portland area and raising the state gas tax to raise billions of dollars for transportation infrastructure improvements.

Lawmakers claim that, in order to solve the current transportation problems, these changes are necessary.

The draft proposal includes increasing the current 30 cent state fuel tax by 6 cents next year, and another 2 cents every other year through 2026.

That, as well as other measures including the establishment of tolls on I-5, would bring in an estimated $509.1 million next year, increasing gradually to $1.1 billion in 2027.

Pending Federal approval, the legislation identifies Portland for immediate attention: I-5 and I-205 between the Washington border and their junction just north of Wilsonville.

The committee will hold public hearings on the bill, he said, and hopes to have it to the House floor by early June.

Single and double lane closures will take place on I-5 between Mounts Road and Center Drive the week of November 6 during overnight hours for paving. Crews may work in both directions each night.

Bicyclists who use northbound I-5 will follow a detour route through DuPont.

Coming Soon: New Northbound I-5 Puyallup River Bridge Opens to Ramp Traffic

Contractor crews building a new northbound Interstate 5 Puyallup River Bridge in Tacoma are preparing to enter the next phase of construction that will move ramp traffic onto the bridge.

Weather permitting, as early as the weekend of Oct. 20, a new 28th Street on-ramp to northbound I-5 will open to traffic. Drivers who use this on-ramp will cross the new Puyallup River Bridge prior to merging with mainline I-5 traffic.

In addition, drivers on northbound I-5 heading to the Port of Tacoma Road (exit 136B) and East 20th Street (exit 136A) will exit the mainline before the river and cross the new Puyallup River Bridge to reach the interchange. The new off-ramp is approximately a half mile south of the current exit. Crews will implement this change during the same weekend.

“We know there will be an adjustment for drivers exiting to the Port of Tacoma Road or East 20th Street, and we appreciate their patience during this transition,” said WSDOT project manager Brenden Clarke. “Opening the new bridge to ramp traffic marks a milestone for this project.”

Once the ramp traffic is on the new bridge, crews will begin building lanes to match the new alignment of northbound I-5 leading up to the new bridge. If weather cooperates, all northbound I-5 traffic could be using the new bridge as soon as spring 2018.

I-5 and I-10 Connectors in L.A. to Close for ‘Swarm’ Operation

The California Department of Transportation (Caltrans) plans to close the Westbound I-10 (San Bernardino Freeway) connector to Southbound I-5, and the Southbound I-5 connector to Eastbound I-10 (San Bernardino Freeway) from 4 a.m. to 12 p.m. Sunday, Oct. 1, near downtown Los Angeles.

The eight-hour closure will enable Caltrans to conduct a “swarm” maintenance operation involving a wide variety of maintenance tasks. Multiple Caltrans crews assisted by dozens of community service workers will carry out the diverse maintenance duties simultaneously.

For safety, Caltrans will close the following connectors and ramps during the swarm operation:

Connectors:

  • Southbound I-5 connector to Eastbound I-10 (San Bernardino Freeway)
  • Westbound I-10 (San Bernardino Freeway) connector to Southbound I-5

Ramps:

  • Westbound I-10 State Street off ramp
  • Mission Road on ramp to Southbound I-5
  • Mission Road on ramp to Eastbound I-10
  • Cesar E. Chavez Avenue on ramp to Southbound I-5

Mainline freeway lanes will remain open during the swarm operation.

Caltrans anticipates 100 or more workers will repair pot holes, sweep the roadway, remove litter and graffiti, replace signs, trim trees, clear weeds, repair guardrail and irrigation, re-stripe the
roadway, re-lamp overhead lights, install new ramp meters, inspect and clean drains and culverts, and complete other maintenance needs.

Caltrans reminds drivers to “Be Work Zone Alert” and “Slow for the Cone Zone.”

I-5 Construction for 2017 in Tukwila Wrapping Up

The start of fall typically means highway construction projects begin wrapping up for the winter. That includes I-5 construction work south of Seattle, with just two remaining weekend-long lane closures on northbound Interstate 5 in Tukwila.

The interstate will be reduced to two lanes north of the I-5/I-405/State Route 518 interchange from Friday, September 29, to Monday, October 2, and Friday, October 13, to Monday, October16. Drivers need to plan for lane closures starting at 8:00 p.m. each Friday, with all lanes reopened by 5:00 a.m. each Monday. The work is weather dependent.

During the weekend of September 29 to October 2, contractor crews working for the Washington State Department of Transportation will replace expansion joints in the left lanes of northbound I-5 at the Duwamish River. People driving should plan ahead for the following:

The northbound I-5 HOV bypass lane will be closed. The on-ramp from eastbound SR 518 to northbound I-5 will remain open, but drivers will need to merge right almost immediately. Both lanes exiting to SR 599 will remain open, providing an alternative route into Seattle.
